TollRo: questions and answers

Updated: September 30, 2026

Everything we know for sure about TollRo, the new per-kilometer toll for freight vehicles over 3.5 tons. This page is updated as CNAIR publishes new information. Anything not yet clarified is listed separately under “What we don't know yet”.

This information is general in nature and does not replace official sources. Read the note at the end of the page.

In brief

  • TollRo applies from October 1, 2026, 00:00, to freight vehicles over 3.5 tons.
  • The rovinieta (Romanian road vignette) for these vehicles is no longer valid from the same date, even if it was purchased for a longer period.
  • Until January 15, 2027, payment is made through the CNAIR TollRo app, with a route ticket or a per-kilometer session.
  • Payment through an on-board device will be possible from January 15, 2027. The CargoTrack solution is in development and is not yet available.

The essentials

What is TollRo?

TollRo is Romania's distance-based road toll, charged per kilometer traveled, for freight vehicles over 3.5 tons. It replaces the rovinieta for these vehicles. The amount depends on the distance traveled, the vehicle's maximum authorized weight, its Euro emission class, and the road type.

When does it apply?

From October 1, 2026, 00:00. CNAIR confirmed the date on September 25, 2026.

Which vehicles pay TollRo?

Vehicles designed and built for carrying goods, with a maximum authorized weight over 3.5 tons, as well as mixed-use vehicles, which are treated as freight vehicles. What counts is the maximum authorized weight on the registration certificate, not the load on a given day.

Which vehicles stay on the rovinieta?

Cars, minibuses, coaches, and buses, as well as freight vehicles of up to 3.5 tons. A coach or minibus stays on the rovinieta even if it exceeds 3.5 tons, because it is a passenger vehicle.

Legal basis: Law no. 226/2023, as amended by Law no. 103/2026

Which roads require TollRo?

National roads, expressways, and highways managed by CNAIR. National road sections inside city limits are exempt, that is, between the city entry and exit signs.

Does TollRo also apply to trucks registered in another country?

Yes. Any freight vehicle over 3.5 tons driving on Romania's tolled network pays TollRo, regardless of the country of registration.

I have both vehicles under 3.5 tons and trucks. What do I do?

You will have two systems at the same time. Vehicles of up to 3.5 tons stay on the rovinieta, just as before. For those over 3.5 tons, you pay TollRo per kilometer.

How to pay

How do I pay TollRo from October 1, 2026?

Through the CNAIR TollRo app, installed on your phone. In the app, for each trip you choose between two services:

  • Route ticket: set up the route, see the cost, and pay before departure.
  • TollRo session: real-time per-kilometer charging based on the phone's GPS, from the credits loaded in the app.

The app is free: Android and iPhone.

How do I create a TollRo app account and add a vehicle?
  1. Download the TollRo app from Google Play or the App Store.
  2. Create an account with an e-mail address and a password.
  3. Enter your company details, including the billing address.
  4. Go to “My vehicles”, then “Add vehicle”.
  5. Choose the vehicle category and enter the license plate number and the registration certificate series number. The series number is at the bottom of the certificate, and the app shows you exactly where.

The app automatically retrieves the maximum authorized weight and category. Your TollRo app account is separate from your CargoTrack account.

How do I add money to the TollRo app?

On the main screen, tap “TollRo credits”, choose one of the suggested amounts or enter the amount you want, minimum 20 lei, then tap “Next step”. Check your billing details, tap “Go to payment”, and enter your card details. After payment, you are taken back to the app. Credits are used for per-kilometer sessions.

What is the route ticket and how does it work?

The route ticket certifies TollRo payment for a single trip on a predefined route. You buy it in the app under “Services”: choose the vehicle, then “Route ticket”, and enter the starting point, waypoints, destination, and travel date. The app shows you the cost before payment.

  • It is purchased and paid for before entering toll roads.
  • It is valid for a maximum of 72 hours from the declared start of the trip. After 72 hours, it expires permanently, whether the route was driven in full, in part, or not at all.
  • It is valid for a single trip, strictly in the calculated direction.
  • The vehicle must stick to the declared route and time window.

The route ticket does not replace the Special Transport Authorization for exceeding the maximum permitted weights or dimensions.

How does the per-kilometer TollRo session work?

Before the trip, go to “Services”, choose the vehicle, then the “TollRo” service, and tap “Start real-time tracking”. The toll is paid from the loaded credits, based on the phone's GPS position. That's why the phone must stay with the driver, with signal, internet, and location access turned on.

The screen shows the duration, real-time cost, balance, and license plate number. When you finish the trip or leave Romania, tap “Close session” to stop position reporting and payment.

Route ticket or per-kilometer session: which should I choose?

The route ticket is a good fit when you know the route in advance and want to see the cost before departure. It doesn't depend on phone signal on the road.

The per-kilometer session is a good fit when the route may change along the way. You pay only for what you actually drive, but you need credit in the app and the driver's phone switched on, with signal and location, for the entire trip.

Can I buy the route ticket after driving the road?

No. The route ticket is purchased and paid for before entering toll roads. Payment after passage exists only for bridge tolls, for example at the Fetești-Cernavodă bridge, not for TollRo.

Can I buy the route ticket at a gas station?

No. From October 1, 2026, the route ticket is issued only by CNAIR, through its own platforms. Gas stations and other distributors continue to sell only the rovinieta, meaning for cars, freight vehicles of up to 3.5 tons, minibuses, and coaches.

Are the outbound and return trips paid separately?

Yes. Each trip is calculated separately, based on the kilometers driven in that direction. The route ticket is valid only in the direction for which it was calculated, so you buy another ticket for the return trip.

Why does a highway appear on my ticket if I'm only driving on a national road?

The ticket is calculated on the route set up in the app, which may include highway segments. The entire road segment is charged, even if you only drive part of it. The ticket summary shows each segment, for example A10 or DN1, with its kilometers and cost. Check the summary before paying and adjust the route if needed.

I have a problem with my account or a payment in the TollRo app. Who can help me?

The TollRo app belongs to CNAIR, not CargoTrack. We can explain how to use it, but for problems with your account or payments made in the app, you need to contact CNAIR, through the help section in the app or on portal.etoll.ro. Your TollRo app username and password are not your CargoTrack credentials.

What happens if I don't pay?

Driving on the tolled network without paying TollRo is a traffic offense punishable by a fine. Checks are done electronically, based on the license plate number. You can find the fine amounts on portal.etoll.ro.

How much it costs

What are the TollRo per-kilometer rates?

The rate depends on the maximum authorized weight, the Euro class, and the road type. Amounts are in lei per kilometer, VAT included.

Over 3.5 t, up to and including 7.5 tHighways and expressways0,170,190,22

How do I find out what a route will cost me?

For an estimate, use the CargoTrack TollRo calculator: enter the vehicle category, Euro class, and distance. You can see the exact cost of a route ticket in the TollRo app before paying.

How is the amount calculated?

The distance traveled on the tolled network, in whole kilometers, is multiplied by the vehicle's per-kilometer rate. The rate is higher on highways and expressways than on national roads, increases with the maximum authorized weight, and is lower for vehicles with a newer Euro class.

Rovinieta and bridge toll

I have a rovinieta on my truck. Is it still valid after October 1, 2026?

No. For freight vehicles over 3.5 tons, the rovinieta ceases to be valid on October 1, 2026, even if it was purchased for a longer period. A 12-month rovinieta no longer lasts a full year from purchase. From that date, tolls are charged exclusively through TollRo.

Legal basis: Law no. 226/2023, art. 24 para. (3)

How do I get a refund for the unused period of my rovinieta?

The money isn't lost, but it doesn't come back on its own either. CNAIR refunds it only upon a written request submitted after October 1, 2026. The rovinieta is not automatically converted into TollRo credit.

Get ready now, for each individual vehicle:

  • the license plate number and chassis number;
  • the rovinieta series number, purchase date, expiry date, and amount paid;
  • copies of the vehicle identity card and the registration certificate;
  • your company details and the IBAN account where you want to receive the money.

The detailed steps are in our guide to rovinieta refunds. The dedicated form and the payment deadline are under “What we don't know yet”.

Legal basis: Law no. 226/2023, art. 24 para. (4)

Is the rovinieta for a car, minibus, coach, or light commercial vehicle of up to 3.5 tons still valid?

Yes. It remains valid until the date printed on it, and you don't need to do anything. After it expires, buy a new one through the new CNAIR system: portal.etoll.ro, the TollRo app, SMS, authorized distributors, CNAIR points of sale, and border crossing points.

What's new is that the price now depends on the vehicle category and Euro class. The available periods are 1 day, 10 days, 30 days, 60 days, and 12 months.

Which rovinieta types are still sold at gas stations?

The rovinieta for cars, freight vehicles of up to 3.5 tons, minibuses, and coaches and buses. The rovinieta is no longer sold for freight vehicles over 3.5 tons.

How do I check whether I have a valid rovinieta?

On portal.etoll.ro or in the TollRo app. CargoTrack does not have access to rovinieta records.

What happens to the toll at the Fetești-Cernavodă bridge?

Bridge tolls purchased in the old system become invalid on October 1, 2026, regardless of the vehicle category and the number of crossings remaining.

In the new system, the bridge toll can be paid in advance for a number of crossings, or after crossing, no later than 23:59 the following day. A crossing paid in advance and not used expires after 12 months.

Automatic payment and CargoTrack

Can I pay TollRo with a device installed on my truck?

Not yet. Payment via on-board equipment will be possible from January 15, 2027, through CNAIR-authorized providers. Until then, the only way is the TollRo app, with a route ticket or a per-kilometer session.

Does CargoTrack have an automatic payment solution for TollRo?

We are working on a solution that pays TollRo automatically, through the equipment installed in the vehicle, without buying tickets before every trip. The solution is not yet available, and we cannot announce a launch date at this time.

If you'd like to be notified when it launches, message us on WhatsApp using the green button in the corner of the page, with your company name and number of vehicles. We'll add you to the waiting list.

I already have CargoTrack GPS on my trucks. Does it pay TollRo?

No. CargoTrack GPS equipment does not pay TollRo at this time. Until payment through a device becomes possible, use the CNAIR TollRo app.

Does CarGObox also cover Romania?

Not yet. CarGObox currently covers 15 European countries, and Romania is not one of them. For TollRo, use the CNAIR app for now.

What we don't know yet

  • Kilometers driven without signal during a per-kilometer session. CNAIR has not published a rule on what happens when the phone loses signal, internet, or GPS. Until one is issued, on routes with no-coverage areas, such as mountain roads and tunnels, the safe option is a route ticket purchased before departure. Anyone who still uses a session should start it from a place with good signal and check, at the first stop after the no-signal area, whether the session is still active.
  • The rovinieta refund form. As of September 10, 2026, CNAIR had not published a dedicated form or the implementing regulations. We don't yet know the deadline for paying refunds.
  • Route tickets at distributors. Gas stations may be able to issue route tickets in the future as well. There is no date.
  • Launch date of the CargoTrack solution. We'll announce it here and to the waiting list as soon as we can confirm it.
