Legislation on animal transport
The legislation covering these rules applies at European level and is set out in Council Regulation (EC) No 1/2005 of December 22, 2004 on the protection of animals during transport and related operations and amending Directives 64/432/EEC and 93/119/EC and Regulation (EC) No 1255/97.
In addition, on February 14, 2019, the European Parliament adopted a new resolution on the implementation of Council Regulation (EC) No 1/2005 on the protection of animals during transport within and outside the EU.
Enforcement of the legislation
- Since millions of animals are transported every year between EU member states, within them, or over long distances to third countries, the European regulations apply to transport carried out to move animals for:
- Slaughter
- Rearing
- Further fattening
- Breeding
- Since animals are also transported for other purposes, the regulations may also apply to animals transported:
- For recreational purposes
- For exhibitions and as pets
- Failure to comply with the legislation in force can be punished with fines of 1,500 lei to 5,000 lei for offenses committed by individuals, and fines of 10,000 lei to 15,000 lei for offenses committed by legal entities.
- In addition, in its Resolution of December 12, 2012, Parliament called for the journey time of animals destined for slaughter to be limited to a maximum of 8 hours.
