Understanding the RO e-Transport system
What’s the purpose of
Ro e-Transport?
The Romanian authorities have developed a regulation to monitor the transport of goods with high fiscal risk within the country. The purpose of this regulation is to reduce tax evasion.
As a result, all shipments of high fiscal risk goods must be declared to ANAF. Furthermore, if the shipment exceeds certain weight or value thresholds, the GPS data of the vehicle must also be transmitted to ANAF.
Declaration and Compliance
All shipments involving loading or unloading in Romania and containing high fiscal risk goods must comply with this regulation.
Each transport must be registered with ANAF by the Romanian supplier, warehouse operator, or recipient. Once the declaration is submitted, the UIT code is issued and must be provided to the transporter, who is legally required to carry it and present it during inspections by Romanian authorities.
The UIT code is a unique identifier generated by the RO e-Transport system after a shipment is declared. It serves as proof that the transport has been properly registered with ANAF.

When does the RO e-Transport system apply to you?
You must use the RO e-Transport system if your shipment involves high-risk goods and satisfies the following criteria:
+ 2,5 t
The vehicle must be over 2.5 tons total allowed weight
and
+ 500 kg
The total gross weight of the shipment equal or exceeds 500 kg
+ 10.000 RON
The total value of the shipment equal or exceeds 10,000 RON (≈ 2,000 €) ;

Who generates the UIT code?
The transport does not need to be declared by the carrier; however, the carrier is required to provide the driver with the UIT code. Below, you can see who is responsible for declaring the transport in order to obtain the UIT code.
