Who is required to declare in RO e-Transport?
The transport does not have to be declared by the haulier, but the haulier must provide the driver with the UIT code. Below you can see who must declare the transport in order to obtain the UIT.

Why NOT send GPS data to RO e-Transport by phone?
You may rightly be wondering why not use the driver’s phone to send GPS positions to the RO e-Transport system.
The answer is simple: a mobile phone doesn’t offer the same stability and reliability as professional GPS monitoring equipment.
A phone can run out of battery or lose signal, and the app can be closed or accidentally disabled. Any of these situations means no data is transmitted and, consequently, a risk of penalties.
By contrast, a dedicated GPS device:
- is connected directly to the vehicle’s power supply
- works continuously, without any driver intervention
- transmits positions automatically and consistently
- significantly reduces the risk of interruptions
When it comes to RO e-Transport, there’s no room for improvisation. You need a stable solution to avoid fines.

What types of transport are affected?
All transports of goods classified as high fiscal risk on domestic.

What criteria make declaring transports mandatory?
Vehicles affected by this new declaration must weigh more than 2.5 tons AND carry more than 500 kg OR carry goods worth more than 10,000 lei.

What is the UIT code?
It is the unique code generated by the RO e-Transport System that identifies a transport of goods.
If the license plate number changes, does the UIT change too?
The only change allowed in the haulier's interface at UIT level is changing the license plate number. If the vehicle changes, the UIT code stays the same.
In which cases do we not need a UIT code?
If the transport is not on the list of high fiscal risk goods.
What happens if a monitoring device stops working during transport?
If a monitoring device is not working, even if data transmission is turned on in the app, GPS data will not be transmitted to ANAF.
What can we do if a vehicle doesn't have monitoring equipment installed?
Hauliers must install GPS monitoring devices or can use the app provided by ANAF and the mobile phone’s GPS.
What should be done if the goods are transported to their destination by two or more vehicles?
When the transport is declared, the goods must be on the corresponding vehicle and reflected in the generated UIT code. If there are two vehicles, there must be 2 UIT codes.
What should be done if we change the tractor unit?
I have multiple transport orders in the vehicle. Do I need to assign a UIT to each one?
Yes, there must be one UIT code for each shipment of goods with the same origin.
If part of the route is subcontracted to another haulier, what is the procedure?
The subcontracting company is required to provide the haulier with the UIT code.
Who marks the trip as delivered in the ANAF platform?
