In effect from October 1, 2026

Pay the TollRo toll automatically with an on-board device, starting January 15, 2027

TollRo replaces the rovinieta (Romanian road vignette) for trucks with per-kilometer charging and applies to freight vehicles over 3.5 tons and mixed-use vehicles. Until January 15, 2027, payment is made with a route ticket, bought in the TollRo app, on etoll.ro, at points of sale of CNAIR (Romanian road infrastructure company) or at border crossings, or with a charging session in the TollRo app (per kilometer, using the phone's GPS). From that date, automatic payment is added, via an on-board unit from a CNAIR-authorized provider. We're preparing the CargoTrack solution: join the waiting list and we'll let you know when it launches.

Hauliers' challenges

Road toll payments can easily get out of hand

With TollRo, every kilometer must be paid correctly. Here is what you risk if you rely on manual methods.

Risk of fines

Failing to pay TollRo means costly penalties. Checks are done electronically, based on the license plate number.

Wasted time

Calculating routes manually, buying tickets for every trip, and making separate payments eat up valuable time in your daily operations.

Lack of control

Without a centralized system, it is hard to track expenses for each vehicle and prepare them correctly for accounting.
What changes in 2026

From rovinieta to per-kilometer tolling

TollRo is Romania's new road toll system (Law 226/2023), a distance-based toll system. You no longer pay a fixed amount per period — you pay exactly for the distance you drive, based on distance, Euro emission class and vehicle category. This is the key difference between TollRo and the rovinieta (Romanian road vignette): in practice, TollRo replaces the rovinieta for trucks starting October 1, 2026, at 00:00.

The classic rovinieta

The model so far

Fixed amount for a set period (1 day, 10, 30 or 60 days, 12 months)
You pay the same no matter how many km you drive
Takes the Euro class into account, but not distance or road type
Still applies to cars, minibuses, coaches and freight vehicles ≤ 3.5t

TollRo (vehicles > 3.5t)

The new model, from October 1, 2026

You pay in proportion to the distance driven
Rate based on Euro emission class and road type
Fairer: reflects actual road wear
Electronic enforcement by license plate number

How it will work with CargoTrack

Automatic payment via on-board unit will be possible from January 15, 2027, through CNAIR-authorized providers. Unlike manual payment with a ticket, it will let you focus on transport while we take care of the tolls. Once CNAIR authorization is granted, the process will look like this, step by step.

1

Contract & installation

You sign the contract with CargoTrack, and our specialists install the device in your vehicles and check that it works correctly.
2

Registration & account

We register your vehicles in the system and create an account where we store all your data. You top it up with the amount needed for travel.
3

Activation confirmation

Once registered, you are notified by email and SMS that your vehicles are active. From there, you can hit the road worry-free.
4

Automatic payment & monitoring

The TollRo toll is paid automatically as you travel. See tolls paid and your balance in real time, and we alert you before it runs too low.
TollRo payment device

A device that makes payment will be made automatically

Starting January 15, 2027, the TollRo toll can be paid automatically, based on distance traveled, through an on-board unit (OBU) from a provider authorized by CNAIR (Romanian road infrastructure company), installed in the vehicle. The CargoTrack solution is in preparation and is not yet available; until then, payment is made with a route ticket or a charging session in the TollRo app (per kilometer, based on the phone’s GPS). It will work for any freight vehicle over 3.5 tons, regardless of emission class (EURO VI or EURO III).

Frequently asked questions

What you need to know about TollRo

TollRo is Romania’s road charging system for freight vehicles over 3.5 tons, introduced by Law 226/2023 and applied since October 1, 2026. It replaces the rovinieta (Romanian road vignette) for trucks with a per-kilometer charging model: you pay based on distance traveled, vehicle category and Euro emission class.
TollRo applies to vehicles designed for the carriage of goods with a maximum authorized weight (MTMA) above 3.5 tons and to mixed-use vehicles treated as such, in both domestic and international transport. Minibuses, buses and coaches do not pay TollRo, regardless of weight: they pay the rovinieta. It targets operators who previously used the rovinieta for trucks.
MTMA stands for the vehicle’s maximum authorized weight. It is the main criterion that determines whether a vehicle pays TollRo (over 3.5 tons) and which rate category it falls into: I (over 3.5 t and up to 7.5 t), II (over 7.5 t and below 12 t) or III (12 t or more, including tractor units with semi-trailers).
For combustion-engine vehicles, the rate ranges from 0.08 to 0.62 lei/km (VAT included), depending on weight category, Euro emission class and road type. Since October 8, 2026 (OMTI 959/2026), electric trucks have separate rates of 0.02–0.12 lei/km. Source: Official Gazette no. 940 of October 10, 2025, supplemented by OMTI 959/2026 (in force since October 8, 2026). See the full table by Euro class in the “How much does TollRo cost” section.
Until January 15, 2027, TollRo can be paid in two ways: with a route ticket, bought before the trip in the TollRo app, on etoll.ro, at CNAIR points of sale or at border crossings, or with a charging session in the TollRo app, which the driver starts before departure and closes at the end; the route is recorded based on the phone’s GPS, and the toll is deducted from the electronic wallet. Starting January 15, 2027, payment via on-board unit is added, through CNAIR-authorized providers. The CargoTrack solution is in preparation: you can join the waiting list using the form on this page.
TollRo works on the same principle as HU-GO in Hungary: vehicles over 3.5 tons are charged per kilometer, based on distance, category and emission class. The difference: in Hungary you can also pay via an on-board unit, whereas TollRo is currently paid with a route ticket or a charging session in the TollRo app; payment via an on-board unit from a CNAIR-authorized provider comes starting January 15, 2027. A GPS fleet tracking device does not pay TollRo. CargoTrack has been offering HU-GO services for over 14 years.
TollRo was originally scheduled to take effect on January 1, 2026. The deadline was postponed by law, and TollRo rates apply starting October 1, 2026, at 00:00 (Law no. 226/2023, as amended by Law no. 103/2026).
No. TollRo does not apply to cars. For cars, minibuses, coaches and freight vehicles up to 3.5 tons, the rovinieta remains in effect. The new system applies exclusively to vehicles designed for the carriage of goods with an MTMA above 3.5 tons and to mixed-use vehicles treated as such.
TollRo toll = unit rate × distance traveled (in km). The unit rate depends on the vehicle category (by MTMA), the road type (highway/expressway or national road) and the Euro emission class. The rate has four emission tiers: electric vehicles (lowest), Euro VI, Euro V–IV and Euro III–0 (highest). For example, for category III on highways: 0.12 / 0.48 / 0.55 / 0.62 lei/km.
The rovinieta is a fixed amount paid for a set period (1 day, 10, 30 or 60 days, 12 months), no matter how many kilometers you drive. TollRo is per-kilometer charging: you pay in proportion to distance, based on Euro class and road type. TollRo replaces the rovinieta only for trucks over 3.5 tons.
Yes. TollRo applies on motorways and expressways as well as on national roads, but at different rates. On national roads, the per-kilometer rate is roughly half the motorway rate.
The system is monitored electronically, and checks are based on the registration number and the payments recorded in the system (route tickets and charging sessions; from January 15, 2027, also on-board units). Anyone who drives without paying owes the toll: TollRo for the kilometers traveled, if the distance can be determined, or 2,000 lei, charged once per 12-hour period, if it cannot. If the amount due is paid on time, no penalties apply; the deadline is 72 hours from receipt of the notification letter (Law no. 226/2023, art. 19). Otherwise, the fine is 10 to 20 times the TollRo due or, if the distance cannot be determined, 5,000 lei (Law no. 226/2023, art. 19). Fines apply from October 1, 2026. A bill that would suspend fines until March 31, 2027 was submitted to the Senate but has not been adopted. Exception: you are not penalized if you could not pay because of a platform malfunction and you tried before departure.
