Information about
road toll in the Netherlands
The Netherlands is one of the few countries in Europe where cars do not have to pay road tolls to use most roads and motorways. The only exception is the A24 motorway (Blankenburgverbinding) near Rotterdam, where all vehicles, including cars, pay an electronic toll per passage.
There are also toll tunnels: the Kiltunnel (near Dordrecht) and the Westerscheldetunnel (in Zeeland). Since December 2024, the Westerscheldetunnel has been free for vehicles under 3 meters high (cars, motorcycles). Only tall vehicles, such as trucks and buses, still pay a toll at this tunnel.
In larger cities such as Amsterdam, access is restricted for vehicles that do not meet certain requirements, as these are low-emission zones.
Vehicles in categories N2 and N3 with a technically permissible maximum mass of over 3.5 tons must pay a per-kilometer road toll (vrachtwagenheffing).

Road tolls in the Netherlands for trucks
In the Netherlands, road tolls are enforced through automatic control gantries above the roads, mobile control equipment and physical inspections carried out by the Human Environment and Transport Inspectorate (ILT).
Since July 1, 2026, the Netherlands has applied a per-kilometer road toll (vrachtwagenheffing), which replaces the Eurovignette system. Payment is made automatically via OBU devices (tolkastje), such as CarGObox. Every truck must have a working OBU on board to drive in the Netherlands.

Road toll payment methods for trucks in the Netherlands
As mentioned, cars do not have to pay road tolls in the Netherlands (except on the A24 motorway), but things change for vehicles with a technically permissible maximum mass of over 3.5 tons.
As of July 1, 2026, the Netherlands has switched from the Eurovignette system to a per-kilometer toll system (vrachtwagenheffing). The Eurovignette is no longer valid in the Netherlands or in Denmark (which left the system in January 2025). The Eurovignette remains valid only in Sweden and Luxembourg.
Road tolls in the Netherlands are now paid with OBU devices (tolkastje), such as CarGObox. The per-kilometer rate depends on the vehicle’s weight, Euro emission class and CO₂ emission class.

Fines for unpaid road tolls Netherlands
Failing to pay road tolls or driving through tunnels without paying is punishable by a fine.
For the vrachtwagenheffing, the fines are as follows: no contract with a service provider – €800; driving with the OBU switched off or not working – €500; driving with an OBU belonging to another vehicle – €500. During the first 6 months after introduction (until January 1, 2027), these fines are reduced by 50%. A maximum of one fine can be issued per 24 hours.
For tunnels, the fines differ: €115 at the Kiltunnel and €140 at the Westerscheldetunnel, with higher amounts for repeat violations.
