In short: from October 1, 2026, TollRo is paid in the system of CNAIR (Romanian road infrastructure company), in two ways: with a route ticket, bought before departure from the TollRo app, on etoll.ro, at the points of sale of CNAIR (Romanian road infrastructure company) or at border crossings, or via a per-kilometer session, which works only in the TollRo app, based on the phone's GPS, with payment from the account's e-wallet. The route ticket is issued only by CNAIR; it is not sold at gas stations. Starting January 15, 2027 , automatic payment through an on-board device installed in the vehicle will be added, via CNAIR-authorized providers. The toll is calculated per kilometer driven, based on the MTMA, the Euro emission class and the road type.
For the full picture – who pays, rates, payment methods, and what happens to the rovinieta – see the complete TollRo 2026 guide.
Every haulier is looking for information about TollRo right now: how is TollRo paid, how is it calculated, has it completely replaced the rovinieta (Romanian road vignette)?
And rightly so: people want to know what to expect and how they can best prepare.
TollRo is a major change to road tolls in Romania, and preparing for this regulation is essential for any transport business.
How Do You Pay TollRo?
TollRo can be paid in two ways, available from different dates. Depending on the size of your fleet and the number of trips you make in Romania, you can choose the option that works best for you. But besides the costs involved, it's important to factor in the time lost, because that adds up in the long run.
Before choosing between the methods below, it's worth knowing what monthly amount you're looking at: you can estimate it with the TollRo calculator.
Watch out for the two dates: the TollRo app and the etoll.ro portal have been running since October 1, 2026, while automatic payment with an on-board device, through an authorized provider, will only be possible starting January 15, 2027. Between these dates, you pay with a route ticket or a per-kilometer session in the TollRo app.
The TollRo app and etoll.ro (CNAIR) – since October 1, 2026
The TollRo app is the official, free app of CNAIR. Until January 15, 2027, you pay TollRo in two ways, both in the CNAIR system:
- TollRo ticket (route ticket) – you declare the route, see the cost and pay before departure. You buy it in the TollRo app, on etoll.ro, at CNAIR points of sale or at border crossings. It’s a good fit when you know the route in advance, and it doesn’t depend on the phone’s signal on the road. If the route changes along the way, the ticket no longer covers the actual route.
- TollRo session (per-kilometer payment via the phone's GPS) – only works in the TollRo app. You top up the account’s electronic wallet in advance, start the session before departure and close it at the end; the app records the route in real time, and the toll is deducted from the balance. You pay only for what you actually drive, but the driver’s phone must be on, with signal and location enabled, for the entire trip.
*Important: for the per-kilometer session, the app needs location access permission, which you grant in your phone's settings. Without it, the app shows in red that GPS transmission isn't working, and the route isn't recorded.
You can download the app here:
What you do on etoll.ro
On etoll.ro you create an account, enroll your vehicles and fleet, top up the electronic wallet and find your invoices. You can also buy the route ticket there. The per-kilometer session cannot be started from the portal, only from the app. Cash payment is possible only at certain points of sale.
Had an account during the pilot phase and haven’t re-registered?
The final version of the app and the portal has been running since October 1, 2026, 00:00, and did not automatically carry over accounts from the pilot phase. If you haven’t done so yet, register again using the same email address you used during the pilot. This way, CNAIR can link the new account to your profile, billing details, and the vehicles and trailers already entered.
If you use a different email address or don’t re-register, you will have to re-enter all your company and vehicle data. Keep your company details and your fleet’s registration documents handy, and download the app only from official channels: Google Play, the App Store or etoll.ro.
Route ticket or per-kilometer session: the rules to keep in mind
In the TollRo app, you choose between two services for each trip. Each has its own rules, and failing to follow them means an unpaid trip.
Route ticket
- is bought and paid for before entering toll roads; it can't be bought after the trip;
- is valid for a maximum of 72 hours from the declared start of the trip, after which it expires permanently, even if the route was driven only partially or not at all;
- covers a single trip, in the calculated direction: for the return trip, you buy another ticket;
- the entire road segment on the route is charged, even if you only drive part of it, so check the summary (segments, kilometers, cost) before paying;
- the vehicle must stick to the declared route and time window;
- is issued only by CNAIR: in the TollRo app, on etoll.ro, at CNAIR points of sale and at border crossings. Gas stations and other distributors still sell only the rovinieta.
TollRo session (per-kilometer payment)
- works only in the TollRo app; payment is made from the account's e-wallet, which you top up with credits (minimum 20 lei from the app), and the toll is deducted from them in real time;
- you start tracking before the trip, from the “Services” section;
- the phone must be with the driver, with signal, internet and location access turned on for the entire trip;
- at the end of the trip or when leaving Romania, you close the session so that position transmission and payment stop: as soon as you finish the trip, not just when you turn off the engine;
- after you end the session, check in the app that it is no longer active. Outside an active session, the app does not collect location data; the real risk is a session left running: as long as it stays active, the kilometers driven – including personal trips in another vehicle – are deducted from the balance.
According to the etoll.ro Terms and Conditions, if the phone stops transmitting its position for an extended period, the session stops automatically, and the toll remains due for the distance actually traveled. That’s why, on routes with no-coverage areas – mountain roads, tunnels – the safe option is a route ticket bought before departure. If you still use a session, start it from a place with good signal and check, at the first stop after the no-signal area, whether the session is still active.
What to do when the app session won't start or drops out on the road
It all depends on the cause. If the malfunction is on the TollRo platform’s side, you are not penalized (art. 9 para. (4) of the implementing rules; CNAIR press release of October 6, 2026), provided you tried to pay: attempts are logged by the system. If the problem is with the phone (signal, location, battery), the session stops, the toll remains due for the distance actually traveled, and continuing without a ticket or an active session is at your own risk (etoll.ro Terms and Conditions). Our recommendation:
- Stop in a safe place and try to restart the session.
- If the session won’t restart, buy a route ticket for the rest of the route, in the TollRo app or on etoll.ro. If the platform isn’t working either, you can continue your trip with no risk of a fine (CNAIR press release of October 6, 2026).
- You can no longer buy a ticket for the portion already driven. Submit a report through the contact form on etoll.ro, including the registration number, and keep evidence: screenshots of the error and the time it occurred. If you receive a notice or a fine, the evidence will help you appeal.
If the problem was with your phone, you owe TollRo for the portion driven without payment: calculated for those kilometers, if the distance can be determined, or 2,000 lei, applied once per 12-hour period, if the distance cannot be determined. This is the toll due, not the fine. If the malfunction was on the platform’s side, you are not penalized. Details are below, under “What happens if I don’t pay TollRo?”.
You have a route ticket, but you need to leave the route
The ticket must match the actual trip: CNAIR requires strict compliance with the declared route and time window. According to the etoll.ro Terms and Conditions, the ticket cannot be changed after it is issued, and any route change requires a new ticket. Our recommendation is to buy another route ticket for the portion you are about to drive, before you enter it.
TollRo also applies to trucks registered in another country: any freight vehicle over 3.5 tons traveling on Romania's toll network pays, regardless of the country of registration.
TollRo payment for fleets and dispatchers
The manager or dispatcher can buy the route ticket from the office for each truck individually, in the TollRo app or on etoll.ro. In this case, drivers don’t need the app on their phones.
If you choose real-time per-kilometer payment, each driver needs their own account in the app, with location sharing on for the entire trip. One account cannot run two sessions at once, but the company can share its balance: the account holder invites the drivers, their sessions draw on the holder’s balance, and invoices are issued to the company. So you have two options:
- a single company account, which you top up and use to buy all the route tickets;
- one user per driver, with whom the company shares its balance, if you want per-kilometer payment using the phone’s GPS.
You can create several accounts with the same company billing details; only the email address must be different for each account. Each driver can use a company card for TollRo payment in the app on their phone. These last details come from our own tests in the app, without official confirmation from CNAIR.
Automatic TollRo payment with TollRo toll devices – from January 15, 2027
A contract with a service provider is ideal for hauliers who frequently run domestic routes and consistently use Romania’s roads. Under this contract, you enter into an agreement with a CNAIR-authorized provider, who will automatically handle road toll payments on the haulier’s behalf.
This way, starting January 15, 2027, you will be able to pay the TollRo toll automatically through an on-board unit (OBU) installed in the vehicle, from the authorized provider. You just top up the account, and the tolls are paid without you having to think about them – no phone and no driver involvement.
Note! TollRo can be paid automatically with an on-board device only starting January 15, 2027, through CNAIR-authorized providers. The CargoTrack GPS device does not pay TollRo; a GPS fleet tracking device does not pay TollRo. Until then, use the TollRo app or etoll.ro.

How do you pay TollRo automatically?
Until January 15, 2027, per-kilometer payment is made only through a session in the TollRo app, based on the phone's GPS. After this date, as with other similar systems in Europe, TollRo can also be paid with automatic devices, installed as a TollRo on-board unit in the vehicle, through CNAIR-authorized providers.
CargoTrack is working on a solution for paying TollRo automatically through the equipment installed on the vehicle, without tickets bought before every trip. The solution is not yet available and we cannot announce a launch date yet. If you want to be notified when it launches, Contact us or join the waiting list below.
Want to pay TollRo automatically?
Automatic payment with an on-board unit will be possible from January 15, 2027, through CNAIR-authorized providers. The CargoTrack solution is in the works and is not yet available. Join the waiting list and we’ll let you know when it launches.
How much does TollRo cost?
Now that you know how TollRo is paid, you're probably also wondering how this toll is calculated.
The TollRo charge is calculated based on the number of kilometers driven on the toll network, the vehicle's maximum authorized weight, the Euro emission class and the road type. This is the principle TollRo Romania works on, similar to systems in other European countries.
Here are the rates published in the Official Gazette (Monitorul Oficial) (no. 940 of October 10, 2025, supplemented by OMTI 959/2026, in effect since October 8, 2026).
| Unit rate category | Vehicle category | Road category | Unit rate/km (lei, VAT included) | |||
| Electric | EURO VI | EURO V-IV | EURO III-0 | |||
| S | Freight vehicle with an MTMA over 3.5 tons and up to and including 7.5 tons | Highways and expressways | 0,04 | 0,17 | 0,19 | 0,22 |
| National roads | 0,02 | 0,08 | 0,10 | 0,11 | ||
| II | Freight vehicle with an MTMA over 7.5 tons and under 12.0 tons | Highways and expressways | 0,07 | 0,29 | 0,33 | 0,37 |
| National roads | 0,03 | 0,14 | 0,16 | 0,19 | ||
| III | Freight vehicle with an MTMA of 12.0 tons or more | Highways and expressways | 0,12 | 0,48 | 0,55 | 0,62 |
| National roads | 0,06 | 0,24 | 0,28 | 0,31 | ||
Now that you know how TollRo is paid, the next step is to decide which method suits you. Since October 1, 2026, vehicles subject to TollRo pay in the CNAIR system: the route ticket, bought in the TollRo app or on etoll.ro, is a good fit when you know the route in advance, while the per-kilometer session in the app spares you from declaring every route. If you drive Romanian roads often, a TollRo on-board device with automatic payment – possible starting January 15, 2027 – will save you time and reduce your risk of fines. Preparing ahead makes all the difference.
Frequently asked questions about how TollRo is paid
What is TollRo?
TollRo is Romania's per-kilometer road toll, which replaces the rovinieta for freight vehicles over 3.5 tons starting October 1, 2026.
When did TollRo take effect?
The TollRo toll applies from October 1, 2026, at 00:00.
Who does TollRo apply to?
TollRo applies to freight vehicles over 3.5 tons.
Which vehicles pay TollRo?
All freight vehicles over 3.5 tons must pay TollRo. Here are a few examples:
Freight vehicles, in three rate categories, based on maximum authorized weight (MTMA):
- Freight vehicles with an MTMA over 3.5 tons and up to and including 7.5 tons (category I)
- Freight vehicles with an MTMA over 7.5 tons and under 12 tons (category II)
- Freight vehicles with an MTMA of 12 tons or more, regardless of the number of axles (category III)
- Mixed-use vehicles (passengers and freight), treated as freight vehicles
- Tractor units with semi-trailers (tractor-trailers)
Passenger vehicles – minibuses, buses, and coaches – do not pay TollRo, regardless of weight: they remain on the rovinieta.
Does TollRo also apply to passenger cars?
No. Cars continue to pay the rovinieta, as do minibuses, coaches, and freight vehicles up to 3.5 tons.
How is the TollRo toll calculated?
The distance traveled on the tolled network, expressed in whole kilometers, is multiplied by the vehicle’s per-kilometer rate. The rate depends on the maximum authorized weight (MTMA), the Euro emission class and the road type: on national roads it is roughly half the rate on highways and expressways, it rises with MTMA, and it is lower for vehicles with a newer Euro class; electric trucks have the lowest rate.
How much does TollRo cost per kilometer?
The TollRo toll is calculated per kilometer traveled, based on the vehicle's weight (MTMA), Euro emission class, and road type.
For vehicles with combustion engines, the rate ranges from 0.08 to 0.62 lei/km (VAT included). For 3.5–7.5-ton vehicles, the rate is 0.08–0.11 lei/km on national roads and 0.17–0.22 lei/km on highways and expressways.
For 7.5–12-ton vehicles, the rate is 0.14–0.19 lei/km on national roads and 0.29–0.37 lei/km on highways. Vehicles over 12 tons pay 0.24–0.31 lei/km on national roads and 0.48–0.62 lei/km on highways. Since October 8, 2026 (OMTI 959/2026), electric trucks have separate rates of 0.02–0.12 lei/km. Electric trucks pay the least, followed by Euro VI; Euro III–0 pay the most.
What is the difference between TollRo and the rovinieta?
- The rovinieta is purchased for a set period (e.g., 1 day, 10 days, 30 days, 60 days, or 12 months), regardless of how many kilometers are traveled, and remains in place for cars, minibuses, coaches, and freight vehicles up to 3.5 tons.
- TollRo, by contrast, is calculated on the kilometers driven on the toll network, based on MTMA, Euro class and road type, and applies to freight vehicles over 3.5 tons.
How Do You Pay TollRo?
- The TollRo app and etoll.ro (CNAIR) – since October 1, 2026. You buy the route ticket before departure in the TollRo app, on etoll.ro, at CNAIR points of sale or at border crossings. The charging session (per kilometer) only works in the TollRo app, based on the phone’s GPS; you start it before departure and close it at the end, and the toll is paid from the account’s electronic wallet, topped up in advance.
*Important: for the per-kilometer session, the app needs location access permission, which you grant in your phone's settings. Without it, the route isn't recorded. - A contract with a service provider – ideal for hauliers who frequently run domestic routes and consistently use Romania’s roads. Under this contract, you enter into an agreement with a CNAIR-authorized provider, who will automatically handle road toll payments on the haulier’s behalf through an on-board unit. This option will only be possible from January 15, 2027.
Can I pay TollRo with a ticket?
Yes, TollRo can be paid with a route ticket, issued only by CNAIR: you buy it before departure in the TollRo app, on etoll.ro, at CNAIR points of sale or at border crossings. It is not sold at gas stations. If you make frequent trips on Romanian roads, you can use the charging session in the app or, starting January 15, 2027, an on-board unit from a CNAIR-authorized provider, to make your work easier.
Can I pay TollRo automatically with a toll device?
Yes, but only from January 15, 2027: TollRo will be payable automatically with an on-board unit (OBU) from a CNAIR-authorized provider. A GPS fleet tracking device does not pay TollRo. Until then, you pay with a route ticket or a per-kilometer session in the TollRo app.
What happens if I don't pay TollRo?
The law distinguishes between the toll owed and the fine.
- If the distance driven without payment can be determined, you owe TollRo calculated for those kilometers.
- If the distance cannot be determined, for example when you drive without a route ticket and without an active session, the TollRo due is 2,000 lei, applied once per 12-hour period. This is the toll due, not the fine.
- If you pay the amount due on time, no penalties apply. The deadline is 72 hours from receipt of the notification letter (Law no. 226/2023, art. 19).
- If you don't pay on time, the fine is 10 to 20 times the TollRo owed when the distance can be determined, or 5,000 lei when it cannot.
Fines apply from October 1, 2026. A bill that would suspend fines until March 31, 2027 was submitted to the Senate but has not been adopted. You are not penalized if you could not pay because of a TollRo platform malfunction (art. 9 para. (4) of the implementing rules), provided that before departure you tried to create an account, enroll the vehicle and pay: attempts are logged by the system (CNAIR press release of October 6, 2026). Pay TollRo and keep proof of payment. Legal basis: Law no. 226/2023, art. 19 para. (4)-(17).
What do I do if the TollRo session won't start or drops out on the road?
It depends on the cause. If the malfunction is on the TollRo platform’s side, you are not penalized (art. 9 para. (4) of the implementing rules), provided you tried to pay: attempts are logged by the system. If the problem is with the phone (signal, location, battery), the session stops, the toll remains due for the distance actually traveled, and continuing without a ticket or an active session is at your own risk (etoll.ro Terms and Conditions). Our recommendation: stop in a safe place, restart the session or buy a route ticket for the rest of the route, in the TollRo app or on etoll.ro, submit a report through the contact form on etoll.ro and keep evidence (screenshots of the error and the time it occurred).
Do I need to do anything after I end the TollRo session?
Yes. Close the session as soon as you finish the trip, not just when you turn off the engine, and check in the app that it is no longer active. Outside an active session, the app does not collect location data; the real risk is a session left running: as long as it stays active, the kilometers driven – including personal trips in another vehicle – are deducted from the balance.
I used the TollRo app during the pilot phase. Do I need to do anything?
Yes, if you haven’t re-registered yet. The final version of the app and the portal, available since October 1, 2026, 00:00, did not automatically carry over accounts from the pilot phase. Register again with the same email address you used during the pilot, so CNAIR can link the new account to your profile, billing details, and the vehicles and trailers already entered. Otherwise, you will have to re-enter all your company and vehicle data.
Can the dispatcher buy the route tickets for each truck?
Yes. The manager or dispatcher can buy the route ticket from the office for each truck individually, in the TollRo app or on etoll.ro. In this case, drivers don’t need the app on their phones. Only for real-time per-kilometer payment does each driver need their own user in the app, because one account cannot run two sessions at once; however, the company can share its balance with the drivers, and their sessions draw on the company’s balance.
Does TollRo also apply on national roads?
Yes, TollRo applies on national roads, expressways and motorways managed by CNAIR. National road sections within municipal limits, i.e. between the municipality's entry and exit signs, are exempt. TollRo does not apply on county and local roads.
Does TollRo also apply on highways?
Yes, TollRo applies on highways, expressways, and national roads.
What does MTMA mean for TollRo?
MTMA is short for Masă Totală Maximă Autorizată (maximum authorized weight). MTMA for TollRo refers to the maximum weight a vehicle can legally have when fully loaded – that is, the weight of the empty vehicle plus the maximum permitted load (cargo, fuel, passengers, etc.). This value is listed in the vehicle's registration certificate and is set by the manufacturer.
Which emission classes affect the TollRo toll?
The rate has four emission tiers: electric vehicles (lowest), Euro VI, Euro V–IV and Euro III–0 (highest). For example, for category III on highways: 0.12 / 0.48 / 0.55 / 0.62 lei/km. The newer the Euro class, the lower the per-kilometer rate for the same MTMA and road type.
Does TollRo replace the rovinieta for trucks?
Yes. Since October 1, 2026, 00:00, trucks pay TollRo instead of the rovinieta (Romanian road vignette), and rovinieta vignettes already bought for them are no longer valid, even if they were bought for a longer period. The money for the remaining days can be recovered from CNAIR; the rovinieta is not automatically converted into TollRo credit. The value of the unused period is refunded only on request. According to CNAIR (press release of October 6, 2026), the request is made exclusively through the refund app that CNAIR will make available by December 29, 2026; the launch date will be announced on the CNAIR website. The money is refunded within 90 days of the request being registered in the app.
How does TollRo compare to HU-GO?
TollRo and HU-GO work on the same principle – charging based on distance traveled, vehicle category and Euro emission standard, with payment via route ticket or on-board unit (OBU) – the main difference being that HU-GO has been operational in Hungary for years, while TollRo has been running in Romania since October 1, 2026.
Who issues and collects TollRo?
TollRo is issued and collected by CNAIR (Romanian National Company for Road Infrastructure Administration). Under Law no. 226/2023, CNAIR is designated as the entity that charges and collects TollRo.
