After customs clearance. The UIT code is valid from customs to the destination.
  8. If I am a company from the Republic of Moldova, do I need a UIT code?
Yes, if the vehicle travels on Romanian territory and meets the legal conditions.
  9. In which cases do we not need a UIT code?
If the transport is not on the list of high fiscal risk goods.
  10. When is the UIT code issued? When the data is filled in, or at customs?
It is generated in the SPV of ANAF (Romanian tax authority), ideally before the transport begins. For shipments that go through customs, it is valid from the moment of customs clearance.
  11. Is the UIT code received after loading, before entering customs?
Yes, but its validity starts from the moment of customs clearance, not before.
  12. Are there cases where you don’t receive a UIT code before loading?
Yes, if the goods being transported are not on the list of goods with high fiscal risk, you will not receive a UIT code.
  13. Is the code transmitted from the moment of entering the country?
NO, it is transmitted from the moment customs clearance was completed.
  14. For Turkey–Romania transport, is the UIT code issued after customs?
Yes, for goods under customs transit, the UIT is valid from customs to the destination.
  15. If customs clearance is done in Bucharest and the truck then heads to Arad, is it correct for the UIT to be issued from Bucharest?
Yes, in this case the UIT is valid from Bucharest (customs) to Arad (unloading).
  16. Can transmission scheduling be automated?
Yes, in CargoTrack’s Premium mode, schedules are generated automatically when the declaration is created.
  17. What should be done if we change the tractor unit?
Does the license plate number need to be updated in the CargoTrack platform or with ANAF?
If you use the Basic module, it must also be updated manually in the ANAF system, but with the Premium module it is updated automatically.
  18. If the haulier changes after entering the country, does the UIT code change?
The UIT code does not change, but a new declaration must be added with the new vehicle’s details.
  19. Can the point of entry into the country (customs) be changed?
Yes, the point of entry can be changed if the route has changed, but it is important to update the information before the GPS schedule is validated.
  20. How do you mark a transport as completed in Premium mode?
Open the UIT code and mark it as completed. The haulier must then notify the declarant so the delivery can be marked in ANAF.
  21. Can the license plate number be changed in the platform and automatically updated in SPV?
Yes, in the Premium module, changes made in the platform can be automatically synced with SPV if the integration is enabled.
  22. Who marks the trip as delivered in the ANAF platform?
This must, and can, only be done by the declarant.
  23. What should you do if you don’t have the UIT code before loading the goods?
Our recommendation is not to load the goods. The haulier is required to have the UIT code and present it during an inspection. If you make the trip without a UIT and are stopped for an inspection, you are liable to a fine.

The e-Transport Module from CargoTrack

CargoTrack provides a module developed specifically for hauliers, through which GPS data can be transmitted to ANAF.

We offer two options:
Basic – manual transmission, free of charge if you have GPS equipment and a subscription from us
Premium – automatic transmission, with UIT codes and declarations retrieved from ANAF, with no manual intervention.

*These modules work exclusively with CargoTrack GPS monitoring devices to guarantee the accuracy of the data transmitted to ANAF.

The e-Transport system is a challenge for many companies. Adapting is often difficult, and problems do arise.
At the time of writing, fines had already been issued by the competent ANAF authorities, so this risk is very real. Inspections are frequent, and companies that do not comply with the e-Transport regulation are penalized.

We strive to offer useful, easy-to-use solutions for our partners, which is why we developed the e-Transport module dedicated to hauliers.
It is a difficult time and many companies are being put to the test, with confusion about Legislation still being widespread.
