How Is the TollRo Toll Calculated for Trucks?
For the full picture – who pays, rates, payment methods, and what happens to the rovinieta – see the complete TollRo 2026 guide.
It’s a question many hauliers are probably asking right now, and starting October 1, 2026, the regulation is mandatory.
TollRo applies from October 1, 2026, and to plan your costs it’s important to understand how it is calculated.
Who has to pay it and how it is calculated is explained below in this article.
How the TollRo toll is calculated
Until September 30, 2026, the rovinieta (Romanian road vignette) in Romania was paid by both cars and trucks for a set period, regardless of the distance driven on the country’s roads.
If you want the exact figure for your vehicles, you can get it directly in TollRo calculator: choose the category, Euro emission class and distance, and the cost appears instantly.
Cars, minibuses, coaches and goods vehicles up to 3.5 tons still pay the rovinieta.
With the TollRo toll, payment for freight vehicles over 3.5 tons is calculated based on distance driven, MTMA, Euro class and road type (highway/expressway or national road).
Many hauliers wonder how the TollRo toll is calculated, but it’s actually quite simple: it is obtained by multiplying the unit rate by the distance driven, and it is made up of:
- The unit rate, which reflects road maintenance costs and environmental costs, set by the Ministry of Transport.
- The distance traveled by the vehicle, expressed in kilometers, on a given road.
The goal is to encourage hauliers to choose less polluting vehicles, which is why the cost also includes a component tied to the vehicle’s emission standard.

Per-kilometer rate for trucks
A key factor in how the TollRo toll is calculated is the distance driven and the Euro emission class of the vehicle in question. The rate rises the heavier and more polluting the vehicle is, and it is higher on motorways and expressways than on national roads.
Below you can see how much TollRo costs per kilometer, according to the official rates (Official Gazette no. 940 of October 10, 2025, supplemented by OMTI 959/2026 (in force since October 8, 2026)):
| Unit rate category | Vehicle category | Road category | Unit rate/km (lei, VAT included) | |||
| Electric | EURO VI | EURO V-IV | EURO III-0 | |||
| S | Freight vehicle with an MTMA over 3.5 tons and up to and including 7.5 tons | Highways and expressways | 0,04 | 0,17 | 0,19 | 0,22 |
| National roads | 0,02 | 0,08 | 0,10 | 0,11 | ||
| II | Freight vehicle with an MTMA over 7.5 tons and under 12.0 tons | Highways and expressways | 0,07 | 0,29 | 0,33 | 0,37 |
| National roads | 0,03 | 0,14 | 0,16 | 0,19 | ||
| III | Freight vehicle with an MTMA of 12.0 tons or more | Highways and expressways | 0,12 | 0,48 | 0,55 | 0,62 |
| National roads | 0,06 | 0,24 | 0,28 | 0,31 | ||
Want to pay TollRo automatically?
Automatic payment with an on-board unit will be possible from January 15, 2027, through CNAIR-authorized providers. The CargoTrack solution is in the works and is not yet available. Join the waiting list and we’ll let you know when it launches.
How much does TollRo cost per kilometer?
The cost varies depending on your vehicle’s emission standard. For the most accurate estimate, multiply the number of kilometers driven by the truck by the unit rate for its emission class.
Example: a category III truck (MTMA of 12 tons or more), Euro VI, driving 300 km on the highway pays 300 × 0.48 = 144 lei. On 300 km of national road, the same truck would pay 300 × 0.24 = 72 lei.
With TollRo, freight transport in Romania moves from a flat fee to one based on actual road use. For hauliers, this means route planning and fleet condition become directly linked to costs. The sooner this calculation method is understood, the easier it is to adapt to the new system.

FAQ – How the TollRo toll is calculated
What is the TollRo toll and what does it cover?
TollRo is the distance-based road tolling system introduced in Romania for goods vehicles over 3.5 tons, replacing the old rovinieta system that applied to this category.
From what date does TollRo apply in Romania?
The TollRo toll has applied since October 1, 2026, at 00:00.
Who does the TollRo toll apply to?
TollRo applies to all transport operators that own or use goods vehicles with an MTMA (maximum authorized weight) over 3.5 tons on Romanian roads.
Which vehicles are required to pay TollRo?
The payment obligation applies to goods vehicles over 3.5 tons, across three rate categories:
- Freight vehicles with an MTMA over 3.5 tons and up to and including 7.5 tons (category I)
- Freight vehicles with an MTMA over 7.5 tons and under 12 tons (category II)
- Freight vehicles with an MTMA of 12 tons or more, regardless of the number of axles (category III)
- Tractor units with semi-trailers (tractor-trailers)
- Mixed-use vehicles (passengers and freight), treated as freight vehicles
Passenger vehicles – minibuses, buses, and coaches – do not pay TollRo, regardless of weight: they remain on the rovinieta.
Do car drivers have to pay TollRo?
No, car owners are not affected by TollRo and continue to use the existing rovinieta system.
How is the TollRo toll calculated?
The toll is calculated based on the distance actually driven on the tolled network, MTMA, Euro class and road type (highway/expressway or national road).
What rates apply in the TollRo system?
For vehicles with combustion engines, the rate ranges from 0.08 to 0.62 lei/km (VAT included), depending on weight category, Euro emission class and road type:
- 3.5–7.5 tons: 0.08–0.11 lei/km on national roads (DN) / 0.17–0.22 lei/km on motorways and expressways
- 7.5–12 tons: 0.14–0.19 lei/km on national roads (DN) / 0.29–0.37 lei/km on motorways
- Over 12 tons: 0.24–0.31 lei/km on national roads (DN) / 0.48–0.62 lei/km on motorways
Since October 8, 2026 (OMTI 959/2026), electric trucks have separate rates of 0.02–0.12 lei/km. Electric trucks pay the least, followed by Euro VI; Euro III–0 pay the most.
What is the main difference between TollRo and the rovinieta?
The rovinieta is a fixed fee for a period of time (1 day, 10 days, 30 days, 60 days or 12 months), unrelated to the distance driven, and applies to cars, minibuses and coaches regardless of weight, as well as to freight vehicles of up to 3.5 tons. TollRo works the other way around — it charges for the exact distance driven, based on MTMA, Euro class and road type, and applies to freight vehicles over 3.5 tons.
What payment options are available for TollRo?
Hauliers have two options:
- Route ticket or charging session — since October 1, 2026, in the CNAIR system: you buy a route ticket before the trip (in the TollRo app, on etoll.ro, at CNAIR points of sale or at border crossings) or start a charging session in the TollRo app (per kilometer, based on the phone’s GPS) that you close at the end; the toll is deducted from the electronic wallet
- Contract with a CNAIR-authorized provider — automatic payment through an on-board unit, useful for hauliers with frequent trips; possible only from January 15, 2027
Is the route ticket a valid payment method for TollRo?
Yes, the route ticket is an accepted payment method and is recommended for hauliers who make occasional trips or transit Romania only now and then. The ticket is bought before the trip from the TollRo app, on etoll.ro, at CNAIR (Romanian road infrastructure company) points of sale or at border crossing points.
Can TollRo payment be automated?
Not yet. Until January 15, 2027, the driver buys a route ticket or starts and closes a charging session in the TollRo app. Starting January 15, 2027, the toll can be recorded and paid automatically through an on-board unit (OBU) from a CNAIR-authorized provider.
What happens if a driver doesn’t pay the TollRo toll?
Anyone who drives without paying owes the toll: TollRo for the kilometers traveled, if the distance can be determined, or 2,000 lei, charged once per 12-hour period, if it cannot. If the amount due is paid on time, no penalties apply; the deadline is 72 hours from receipt of the notification letter (Law no. 226/2023, art. 19). Otherwise, the fine is 10 to 20 times the TollRo due or, if the distance cannot be determined, 5,000 lei. Fines apply from October 1, 2026. A bill that would suspend fines until March 31, 2027 was submitted to the Senate but has not been adopted. Exception: you are not penalized if you could not pay because of a platform malfunction and you tried before departure.
Does TollRo apply only on motorways or on other roads as well?
The TollRo toll covers the entire road network managed by CNAIR: national roads, expressways and motorways. National roads within city limits are exempt, and TollRo does not apply on county and local roads.
Are Romania’s motorways included in the TollRo system?
Yes, motorways are an integral part of the road network tolled through TollRo, along with expressways and national roads.
What is MTMA and why does it matter for TollRo?
MTMA (maximum authorized weight) is the maximum legal weight of a vehicle in full working order, including the empty vehicle, cargo, fuel and passengers. It is listed in the registration certificate and determines which rate category the vehicle falls into.
How does the Euro class affect the TollRo toll amount?
The rate has four emission tiers: electric vehicles (lowest), Euro VI, Euro V–IV and Euro III–0 (highest). For example, for category III on highways: 0.12 / 0.48 / 0.55 / 0.62 lei/km.
Does TollRo fully replace the rovinieta for trucks?
Yes, starting October 1, 2026 trucks are no longer required to buy a rovinieta, as it has been fully replaced by the TollRo toll. Rovinietas bought for them before October 1, 2026 are no longer valid. The value of the unused period is refunded only on request. According to CNAIR (press release of October 6, 2026), the application can be submitted exclusively through the refund app that CNAIR will make available by December 29, 2026; the launch date will be announced on the CNAIR website. The money is refunded within 90 days of the application being registered in the app.
Which European system is TollRo comparable to?
TollRo is comparable to Hungary’s HU-GO — both are based on per-kilometer charging by vehicle category and Euro class, with payment via route ticket or OBU. The difference is that HU-GO has been running for several years, whereas TollRo has been in effect in Romania since October 1, 2026.
Which institution manages the TollRo system?
Managing and collecting the TollRo toll is the responsibility of CNAIR (Compania Națională de Administrare a Infrastructurii Rutiere, the Romanian road infrastructure company), designated for this role by Law no. 226/2023.
