Freight transport CPC 2026: do you need one for 3.5 tons? Documents, ARR exam and validity

CargoTrack guide — freight transport CPC 2026: documents, ARR exam and validity

If you have a 3.5-ton vehicle and want to carry freight, the most common question is whether you need a professional freight transport driver certificate to drive legally. The topic is confusing because the rules differ depending on the vehicle's weight, the driving license category, and the type of transport (for hire or reward or own-account).

In this guide, we clarify exactly who needs a certificate for freight transport, the difference between the driver's certificate and the transport manager's certificate, what documents you need, where you take the exam at Romanian Road Authority (ARR) and how long the document is valid.

Do You Need a Freight Transport Certificate for 3.5 Tons? The Short Answer

For a 3.5-ton vehicle (category B), the driver does NOT need the “Code 95” professional certificate; the certification requirement applies to freight vehicles with a maximum authorized weight of OVER 3.5 tons (categories C1/C1E/C/CE). The vehicle's weight and the driving license category are the deciding criteria.

The certificate is one of the conditions for access to the profession. If you're just starting out, the complete steps are in our guide on setting up a freight transport company.

In short, here's how it works:

  • Vehicle up to 3.5 tons (category B/BE) – the driver does not need the professional qualification certificate (CPI/CPC) to drive it.
  • Vehicle over 3.5 tons (category C/CE), freight transport – you need a certificate of initial (CPI) or periodic (CPC) professional qualification, i.e., “Code 95”.
  • The 2.5–3.5-ton segment, for hire or reward – the obligations mainly concern the company (the transport license) and the tachograph, not a driver certificate.

Mind the distinction: the obligation to hold a professional freight transport certificate applies to the driver only for heavy vehicles. For the transport operator (the company), however, there are other obligations — for example, the freight transport license and the certified true copy.

What Is the Freight Transport Driver Certificate (Code 95 / CPC)?

The professional driver certificate is the document confirming that the driver has completed the mandatory training and has the skills needed to carry freight by road with heavy vehicles. At European level, this requirement comes from Directive 2003/59/EC on the initial qualification and periodic training of drivers, transposed in Romania by OG 27/2011 and its implementing rules.

Once the driver meets this requirement, the driving license shows Code 95next to the relevant category (C, CE, etc.), along with the expiry date. In practice, “Code 95” is proof that you hold a valid certificate (CPI/CPC).

Driver Certificate (CPI/CPC) vs. Transport Manager Certificate

It's important not to confuse two completely different documents:

  • The driver certificate (CPI/CPC, “Code 95”) – belongs to driver and entitles them to actually drive the heavy vehicle in traffic for freight transport. It is governed by Directive 2003/59/EC.
  • The transport manager's certificate of professional competence – belongs to the person who coordinates the transport company's operations and is a requirement for obtaining the license. It is governed by Regulation (EC) No. 1071/2009, while international transport is based on Regulation (EC) No. 1072/2009.

In other words: the transport manager holds a certificate for the company, and the driver holds a certificate to drive. To operate legally as a freight operator with heavy vehicles, you need both, depending on the role.

Freight Transport Certificate for 3.5 Tons vs. Over 3.5 Tons — What the Law Says

Vehicles Over 3.5 Tons (Category C/CE) — CPI and CPC

For vehicles with a maximum authorized weight of over 3.5 tons (categories C1, C1E, C, CE), the professional qualification certificate is mandatory for freight transport, in both domestic and international traffic. This is the classic CPI certificate (for the initial qualification) and the CPC (on renewal, through periodic training).

Without this valid certificate (Code 95 entered on the driving license), the driver cannot legally drive a freight truck.

Vehicles Up to 3.5 Tons (Category B/BE)

For vehicles of up to 3.5 tons (category B/BE), the driver not need a CPI/CPC professional qualification certificate to drive them. The driver certification requirement under Directive 2003/59/EC applies to heavy vehicles.

However, there is an area undergoing significant change: the 2.5–3.5-tonsegment. Under the Mobility Package, obligations for this range have gradually expanded, but they mainly concern the company and vehicle equipment, not a driver certificate:

  • The transport license (Community license) – since May 21, 2022, businesses carrying out international freight transport for hire or reward with vehicles between 2.5 and 3.5 tons need a Community license and a certified true copy. See how to get a transport license for 3.5 tons.
  • Tachograph – the obligation to fit the vehicle with a tachograph is being extended to the 2.5–3.5-ton segment used in international transport and cabotage for hire or reward.

Since the regulations for this segment may change, we recommend checking the conditions applicable to your situation directly on arr.ro before starting operations.

Initial Qualification and Periodic Training (35 Hours Every 5 Years)

Under Directive 2003/59/EC, the professional driver certificate works on two levels:

  • Initial professional qualification (CPI) – the basic training you complete when obtaining the certificate for the first time, ending with an exam at ARR.
  • Periodic professional qualification (CPC) – periodic training of 35 hours every 5 years, required to keep the certificate (Code 95) valid.

The certificate is valid for 5 years. Before it expires, the driver must complete the 35 hours of periodic training to renew the certificate and keep the right to drive heavy freight vehicles.

Tachograph Card Without a Freight Transport Certificate — Is It Possible?

Yes, the tachograph card and the certificate are two different documents: you can obtain a tachograph card without a certificate, but to actually drive a heavy freight vehicle you need both.

The digital tachograph card (driver card) is also issued by ARR and is used to record driving and rest periods. However, it does not confirm the driver's professional qualification — that is the certificate's role. In practice:

  • The tachograph card – required to use the digital tachograph in the vehicle.
  • The certificate (CPI/CPC, Code 95) – required to have the legal right to drive the heavy vehicle for freight transport.

You'll find details on documents, cost, and steps in our dedicated guide: tachograph card — documents, cost, how to get one.

Required Documents, ARR (Romanian Road Authority) Exam, Cost, and Validity

The driver certificate is obtained from the ARR Regional Agency, after completing the course at an authorized training center and passing the exam. The required documents generally are:

  • Standard application form;
  • Copy of ID;
  • Driving license (for the relevant category);
  • Photo;
  • Proof of payment of the exam/issuance fee.

For renewing the freight transport driver certificate, you also need proof of completing periodic training (the 35 hours) and the previous certificate. We recommend starting the procedure a few weeks before it expires.

  3. Take the exam at the Romanian Road Authority.
  4. Submit the application file with the required documents to the ARR Regional Agency and pay the fee.
