ADR certificate 2026: who needs it, the 4 specializations, cost and validity

The ADR certificate — properly called the ADR certificate of professional training — is mandatory for any driver who transports dangerous goods. It is obtained after a course at an authorized center and an exam taken with ARR (Romanian Road Authority); the issuing fee is 250 lei, and it is valid for 5 years.

It is not just one certificate: there are four distinct competencies, and what you transport determines which ones you need. Below you will find the specializations, the procedure, the costs, and the renewal rule — plus the difference from the ADR safety adviser, with which it is often confused.

The Four Specializations of the ADR Certificate

According to the Romanian Road Authority, the competencies a driver can obtain are:

CourseWhat it allows you to transport
Basic course (packages)Dangerous goods other than in tanks
Tank specializationDangerous goods transported in tanks
Class 1 specializationExplosive substances and articles
Class 7 specializationRadioactive material
The basic course is a prerequisite for the other specializations; the specializations are added on top of it, they do not replace it.

In practice, a driver who transports fuel needs the basic course plus the tank specialization. One who transports paints or chemicals packed in drums and canisters needs only the basic course. You can find out which hazard class your goods belong to in the guide on ADR dangerous goods classes.

Who Needs an ADR Certificate

General rule: the driver of a transport unit carrying dangerous goods must hold an ADR certificate appropriate to the goods and the mode of transport.

However, ADR provides for situations in which the full obligations do not apply, and these are the ones that cause the most misunderstandings:

  • Limited quantities (LQ) — goods packed in accordance with chapter 3.4 of ADR, with their own marking and without a transport document in the usual form;
  • Excepted quantities (EQ) — chapter 3.5, with a specific marking and entry in the document;
  • Exemptions related to the quantity carried per transport unit — section 1.1.3.6 of ADR, calculated by transport category.

Note: “exempt” does not mean “no obligations at all.” Even in these cases, packaging and marking requirements still apply and, in some situations, staff training requirements under chapter 1.3 of ADR. Check the exact classification with your safety adviser before starting a trip without a certificate.

How to Get Your ADR Certificate, Step by Step

  1. A valid driver’s license for the category of vehicle you will use for the transport;
  2. A course at an authorized professional training center — the basic course and, where applicable, the specializations for tanks, class 1, or class 7;
  3. An exam organized by ARR, in collaboration with the Road Directorate of the Ministry of Transport and the professional training centers;
  4. Payment of the issuing fee and collection of the certificate, issued by ARR in card format.

Driver certificates are issued by ARR and are recognized in all European Union member states and in the contracting parties to ADR, so you do not need a separate certificate for each country you transit.

How Much Does the ADR Certificate Cost

The ARR fee for issuing, renewing, or extending the validity of the ADR certificate for drivers is 250 lei for 5 years, according to the fee schedule in force since December 30, 2025. The same amount, 250 lei, is charged for replacing the certificate in case of loss, theft, damage, or a change in the holder’s name.

Added to this fee is the cost of the course, which is not regulated and varies from one authorized center to another, depending on the specializations included. Request quotes from several centers and check whether the quoted price includes the ARR fee and the exam.

Validity and Renewal: The 12-Month Window

The ADR certificate is valid for 5 years. Renewal cannot be done at any time: the driver must take a refresher course and pass the exams within the last 12 months before expiry. If the window is respected, the new certificate is also issued for 5 years, starting the day after the last day of validity of the old one — so you don’t lose any time.

Plan ahead: if you let the certificate expire, there is no continuity and the procedure starts over. For a fleet with several ADR drivers, keep a record of expiry dates — it is the same kind of tracking as for tachograph cards and professional certificates.

The Driver’s Certificate Is Not the Same as the Safety Adviser

These are two different certificates with different holders. Companies that pack, fill, load, ship, transport, or unload dangerous goods must appoint at least one safety adviser for the transport of dangerous goods.

The adviser’s three main activities are monitoring compliance with regulations, advising the company, and preparing the annual report for the company’s management. The adviser also investigates and reports accidents and incidents, in accordance with section 1.8.5 of ADR.

The adviser must hold their own certificate of professional training, obtained after a course and exam, in one of the following specializations:

  • Explosives — class 1;
  • Gases — class 2;
  • Radioactive materials — class 7;
  • Liquids and solids — classes 3, 4.1, 4.2, 4.3, 5.1, 5.2, 6.1, 6.2, 8, and 9;
  • Liquid fuels — UN nos. 1202, 1203, 1223, 3475, and aviation fuel classified under UN no. 1268 or 1863.

As with drivers, the exam is organized by ARR, and the certificates are recognized in EU member states and in the contracting parties to ADR.

Training the Rest of the Staff

ADR does not stop at the driver. Persons employed by the participants listed in chapter 1.4 — consignor, packer, loader, carrier, unloader — whose work involves dangerous goods must be trained in accordance with chapter 1.3 before taking on their responsibilities. Until trained, they may only work under the direct supervision of a trained person, and the training must also cover the security provisions in chapter 1.10.

This is the part most often overlooked during an inspection: the company has a driver with a certificate, but the warehouse worker doing the loading has no documented training.

What Else You Need Besides the Certificate

The certificate is only one piece. A compliant ADR trip also requires a transport document in accordance with chapter 5.4, orange plates fitted at the front and rear, the appropriate placards, fire extinguishers sized to the vehicle’s weight, and protective equipment for each crew member. All of these are detailed in the guide on ADR classes, labeling, and mandatory equipment.

For fleets that carry ADR goods, traceability matters twice as much: routes, stops, idle times, and deviation alerts. The CargoTrack GPS monitoring system records this data automatically, and the document archive module system keeps each trip’s documents and expiring deadlines together. Frequently Asked Questions About the ADR Certificate

How much does the ADR certificate cost?

The ARR fee for issuing, renewing, or extending the validity of the ADR certificate for drivers is 250 lei for 5 years, according to the fee schedule in force since December 30, 2025. Added to this fee is the cost of the course at an authorized center, which is not regulated and varies from one provider to another.

How long is the ADR certificate valid?

Five years. To renew it, the driver must take a refresher course and pass the exams within the last 12 months before expiry; the new certificate is also valid for 5 years, starting the day after the last day of validity of the previous one.

How many types of ADR certificate are there?

Four competencies: the basic course, for transporting dangerous goods other than in tanks, and the specializations for tanks, for class 1 (explosives), and for class 7 (radioactive materials). The specializations are added on top of the basic course.

Where is the ADR certificate exam taken?

The exams are organized by the Romanian Road Authority, in collaboration with the Road Directorate of the Ministry of Transport and the professional training centers. The certificates are issued by ARR.

Is a Romanian ADR certificate valid abroad?

Yes. Certificates for drivers and safety advisers issued by ARR are recognized in all European Union member states and in the contracting parties to ADR.

What is the difference between the ADR certificate and the ADR safety adviser?

The ADR certificate belongs to the driver and allows them to transport dangerous goods. The safety adviser is a person appointed by the company, with their own certificate, who monitors compliance with regulations, advises the company, and prepares the annual report. Companies that pack, fill, load, ship, transport, or unload dangerous goods must appoint at least one safety adviser.
