e-Transport Fines Postponed: Risks After December 31, 2025

Postponement of e-Transport fines and the risks after December 31, 2025

In short: The last deadline before e-Transport fines take effect is December 31, 2025: from January 1, 2026, hauliers that do not transmit their GPS position to the RO e-Transport system face fines between 20,000 and 50,000 lei, while failing to declare transports of high fiscal risk goods is punished with 20,000–100,000 lei for legal entities, plus possible confiscation of the goods. Enforcement of the fines has already been postponed four times, so another postponement is unlikely. The obligations cover transports of high fiscal risk goods over 500 kg or 10,000 lei, carried out with vehicles over 2.5 tons.

Most hauliers probably already know about e-Transport. But now it’s time to talk about e-Transport fines as well. Starting January 2026, fines will be applied to hauliers that do not transmit the GPS positions of high fiscal risk goods.

e-Transport fines

At present, the last deadline before fines apply for failing to transmit GPS data to ANAF is December 31, 2025. From January 1, 2026, hauliers that do not transmit their GPS position to the RO e-Transport system may face a hefty fine. So far, enforcement of the fines has already been postponed four times, so we expect that this time hauliers will be penalized if they don’t comply with the law.

e-Transport fines for failing to declare a transport

Transports of high fiscal risk goods exceeding 500 kg or 10,000 lei must be declared in the RO e-Transport system. If this is not done, fines range from 20,000 to 100,000 lei for legal entities and from 10,000 to 50,000 lei for individuals. The authorities may also order confiscation of the value of the undeclared goods, or even of the transported goods themselves if they can be identified.

e-Transport fines for a missing or misused UIT code

Each declared transport receives a unique code, called the UIT code (unique transport identifier), which must be displayed and used correctly for the entire duration of the transport. If the code is missing or used incorrectly, the driver or the haulier may be fined between 5,000 and 10,000 lei, and the vehicle may be immobilized until the situation is clarified.

e-Transport fines for failing to transmit GPS data

Vehicles carrying out transports declared in e-Transport must transmit GPS positioning data in real time to the system of ANAF (the Romanian tax authority). If the device is deliberately disconnected, not working or not transmitting data, the fine is between 20,000 and 50,000 lei for the haulier or the vehicle owner.

Fines for incorrect or incomplete declarations

Entering incorrect information in the e-Transport system, such as details about the sender, recipient, type of goods, or their quantity or value, is punished with a fine between 10,000 and 50,000 lei. In addition, the authorities may confiscate any differences in goods or value found during inspections.

e-Transport fines for using an expired UIT code

The UIT code has limited validity, usually 5 days for domestic transports and 15 days for international ones. Carrying out a transport after the UIT code has expired is treated as an undeclared transport and carries the same penalties: fines between 20,000 and 100,000 lei and confiscation of the goods.

Who is affected by e-Transport

This regulation affects transports of goods with high fiscal risk. This includes products such as meat, vegetables, beverages, clothing, etc. If such transports are loaded or unloaded in Romania, a UIT code and GPS data transmission are required, provided the weight and value conditions are also met (the vehicle must have a mass over 2.5 tons, and the goods must weigh over 500 kg or be worth more than 10,000 lei).

Who is required to report the transport

The transport must be declared in the RO e-Transport platform by the recipient, the warehouse keeper or the supplier in Romania. The haulier is not required to do this — it only needs to be able to present the UIT code during an inspection. However, if, for example, the tractor unit is changed, the haulier can make this change in SPV (ANAF’s Virtual Private Space).

What RO e-Transport costs you

Everyone talks about e-Transport being mandatory, but few mention the costs this regulation brings to hauliers. GPS data can also be transmitted to ANAF by phone, using the app provided by ANAF.

However, if you want a more reliable solution, you can use GPS fleet tracking devices hard-wired to the vehicle’s CAN bus. This way, data transmission is more accurate and you don’t have to worry about the phone battery running out.

With a solution like this, you can make both your job and your driver’s job easier. The driver can easily start or stop GPS data transmission to ANAF, and during an inspection can show the UIT code directly from the app.

At CargoTrack, we offer free access to the e-Transport module if you have a device and a GPS Fleet Tracking subscription from us. If you run into any problems, our support team is ready to help. Don’t forget that the deadline is approaching. It’s important to get ready and take all the necessary steps to avoid fines.
