Poland vignette - the e-TOLL system

A new electronic road toll system was launched in Poland on June 1, 2021. The new system for paying the Poland vignette is called e-TOLL and replaces the previous viaTOLL system, which was to be fully discontinued on September 30, 2021.

What's new in the e-TOLL Poland vignette payment system?

The new Poland vignette payment system e-TOLL, unlike viaTOLL, is based on tracking vehicles via the global navigation satellite system (GNSS). This means that commercial vehicles over 3.5 tons must regularly transmit their location to the Polish system to determine which road tolls they have to pay.

How can vehicles connect to the new e-TOLL system?

Poland now offers three ways to connect vehicles to the e-TOLL system: a compatible on-board unit (OBU – see our devices here), a mobile app, or a factory-fitted external location system (ELS).

Connecting via an on-board unit

An on-board unit (OBU – see our devices here) approved by the Polish toll authorities can also connect to the e-TOLL system. This is the option we recommend, because it comes with the lowest costs for transport companies. This solution also has the advantage of not requiring a mobile phone, which drivers might forget to charge or accidentally switch off, resulting in fines or errors.

Connecting via the mobile app

A free mobile app, available for both Android and iOS, can be used to connect to the e-TOLL system to pay road tolls in Poland. But this solution has several drawbacks. It requires drivers to maintain a permanent connection to the e-TOLL system to pay the Poland vignette, which means constant battery and data consumption. If the signal is interrupted, drivers may be fined by the Polish toll authority for non-payment of the road toll.

Connecting via an accredited external location system

Vehicles can also connect to e-TOLL through an ELS installed in the vehicle. These solutions must be purchased and installed through third-party companies and usually require a subscription fee for their services.

Vehicle types subject to road tolls in Poland

e-TOLL is mandatory for all motor vehicles with a maximum authorized weight over 3.5 tons and for buses (regardless of their maximum authorized weight).

**Is the viaTOLL system still operational?**

viaTOLL OBUs are operational until September 30, 2021. Until that date, there will be a transition period during which the 2 systems run in parallel. After that date, the current viaTOLL system will no longer be operational and will no longer allow road toll payment in Poland. e-TOLL will become the country's only toll collection system (except for the A2 motorway).

What do users need to do before the viaTOLL system expires?

Return the OBU device in exchange for a refund of the deposit paid for it;
Register in the eTOLL system to pay the Poland vignette and exit the viaTOLL system;
Settle the funds in their account. Settlement is possible within 12 months after the viaTOLL system expires, after which any funds remaining in viaTOLL accounts will be transferred to the Polish National Road Fund.

Fines for non-payment of road tolls in Poland

Failure to maintain this connection can result in fines of up to 1,500 PLN (about 1,600 RON), even if the signal loss is not the driver's fault.
