Which vehicles pay TollRo – complete MTMA list and categories

TollRo is the new road toll that replaces the rovinieta (Romanian road vignette) for goods vehicles over 3.5 tons.

For the full picture – who pays, rates, payment methods, and what happens to the rovinieta – see the complete TollRo 2026 guide.

Mind the criterion: both the weight AND the purpose of the vehicle matter. Under Article 4(1) of Law no. 226/2023, the rovinieta applies to vehicles built to carry passengers — regardless of weight — and to freight vehicles up to 3.5 tons. A coach or bus over 3.5 tons stays on the rovinieta and keeps its validity until it expires. Only freight vehicles over 3.5 tons move to TollRo, plus mixed-transport vehicles, which are treated as freight vehicles.

Although it’s a common topic, some hauliers still don’t know which vehicles pay TollRo, and in this article we’ll answer that question.

Which vehicles pay TollRo

TollRo applies to all registered vehicles (Romanian or foreign) used within the scope of SETRE Romania, designed and built for freight transport, with a maximum authorized weight (MTMA) over 3.5 tons. An important detail: for TollRo purposes, mixed-use vehicles are treated as goods vehicles.

Specifically, the category covers trucks, tractor units, road trains and other heavy commercial vehicles used for freight transport.

The three MTMA categories are:

  • Category I – MTMA over 3.5 t and up to and including 7.5 t
  • Category II – MTMA over 7.5 t and under 12 t
  • Category III – MTMA of 12 t or more

Per-kilometer rates by Euro class

This information on TollRo was published in Official Gazette no. 940 of October 10, 2025, supplemented by OMTI 959/2026 (in force since October 8, 2026), which adds separate rates for electric trucks.

Road Tolls for Trucks

TollRo for trucks is similar to other road tolls, such as those in Hungary and Bulgaria. It is the same type of system: since October 1, 2026, payment is made with a route ticket or a charging session in the TollRo app (per kilometer, based on the phone’s GPS), and starting January 15, 2027, also automatically, through an on-board unit (OBU) from a provider authorized by CNAIR (Romanian road infrastructure company). A GPS fleet tracking device does not pay TollRo.

Want to pay TollRo automatically?

Automatic payment with an on-board unit will be possible from January 15, 2027, through CNAIR-authorized providers. The CargoTrack solution is in the works and is not yet available. Join the waiting list and we’ll let you know when it launches.

Now that you know exactly which vehicles pay TollRo and which MTMA category each falls into, it’s much easier to assess how the new toll affects you.

The first step is to check your fleet: write down the maximum authorized weight of each vehicle and its Euro emission standard, because these, together with the road type, determine how much you pay per kilometer.

Which vehicles pay TollRo – FAQ

What does TollRo mean for hauliers?
TollRo is the new toll system for Romanian roads, under which goods vehicles over 3.5 tons pay a toll proportional to the distance driven, replacing the rovinieta system for heavy transport.

From what date is TollRo operational?
TollRo is operational starting October 1, 2026.

Who is responsible for paying the TollRo toll?
The obligation rests with all owners or users of goods vehicles with an MTMA over 3.5 tons traveling on Romania’s national road network.

What types of vehicles are included in the TollRo system?
The system covers the following categories:

  • Category I — freight vehicles with an MTMA above 3.5 tons and up to 7.5 tons
  • Category II — freight vehicles with an MTMA above 7.5 tons and under 12 tons
  • Category III — freight vehicles with an MTMA of 12 tons or more (including tractor units with semi-trailers)
  • Mixed-use vehicles (passengers and freight), treated as freight vehicles

Minibuses, buses and coaches do not pay TollRo, regardless of weight: they pay the rovinieta.

Are private cars affected by the introduction of TollRo?
No, cars are not covered by TollRo and continue to pay the rovinieta under the current system.

What are the criteria for calculating the TollRo toll?
The TollRo toll is calculated based on distance driven, MTMA, Euro class and road type (highway/expressway or national road).

What is the TollRo per-kilometer rate schedule?
For combustion-engine vehicles, the rate ranges from 0.08 to 0.62 lei/km (VAT included), depending on weight category, Euro emission class and road type. Since October 8, 2026 (OMTI 959/2026), electric trucks have separate rates of 0.02–0.12 lei/km. Rates for combustion-engine vehicles:

  • 3.5–7.5 tons: 0.08–0.11 lei/km on national roads / 0.17–0.22 lei/km on highways and expressways
  • 7.5–12 tons: 0.14–0.19 lei/km on national roads / 0.29–0.37 lei/km on highways
  • Over 12 tons: 0.24–0.31 lei/km on national roads / 0.48–0.62 lei/km on highways

Electric trucks pay the least, followed by Euro VI; Euro III–0 pay the most.

What changes does TollRo bring compared with the rovinieta system?
The rovinieta (Romanian road vignette) involves a fixed fee for a set period (1 day, 10 days, 30 days, 60 days or 12 months), regardless of distance driven, and applies to cars, minibuses and coaches regardless of weight, as well as to freight vehicles of up to 3.5 tons. TollRo introduces variable charging strictly per kilometer driven, based on MTMA, Euro class and road type, applicable to freight vehicles over 3.5 tons.

How can TollRo be paid?
Until January 15, 2027, there are two payment methods; from January 15, 2027, payment via on-board unit is added:

  • Route ticket — bought before the trip in the TollRo app, on etoll.ro, at CNAIR points of sale or at border crossings
  • Charging session in the TollRo app — per kilometer, using the phone's GPS; the driver starts it before departure and closes it at the end, and the toll is deducted from the e-wallet
  • From January 15, 2027: a contract with a CNAIR-authorized provider — automatic payment via on-board unit, recommended for hauliers with frequent trips

Does the route ticket cover the legal obligations for TollRo?
Yes, the route ticket is an official payment method and covers the payment obligation for the declared route, a single pass, within 72 hours of the declared start time, making it ideal for one-off transports or transit. The ticket is bought from the TollRo app, on etoll.ro, at CNAIR points of sale or at border crossing points.

Can TollRo payment be handled automatically?
Not yet. Until January 15, 2027, the driver buys a route ticket or starts and closes the charging session in the TollRo app. From January 15, 2027, the toll can be recorded and paid automatically through an on-board unit from a CNAIR-authorized provider.

What fine does a haulier face for not paying TollRo?
Anyone driving without paying owes the toll: TollRo for the kilometers traveled, if the distance can be determined, or 2,000 lei, once per 12-hour period, if it cannot. If the amount owed is paid on time, no penalties apply; the deadline is 72 hours from receipt of the notification letter. Otherwise, the fine is 10 to 20 times the TollRo owed or, if the distance cannot be determined, 5,000 lei (Law no. 226/2023, Art. 19). Fines have applied since October 1, 2026. A bill that would suspend fines until March 31, 2027 was submitted to the Senate but was not adopted. Exception: you are not penalized if you could not pay because of a platform failure and you tried before departure.

Does TollRo apply only on motorways?
No, TollRo applies to all three road categories: national roads, expressways and highways in the CNAIR network, except for national road sections within city limits.

Are motorways part of the road network tolled through TollRo?
Yes, motorways are included in the road network subject to the TollRo toll, along with expressways and national roads.

What role does MTMA play in the TollRo system?
MTMA (maximum authorized weight) is the vehicle’s maximum legal weight when fully loaded (vehicle + cargo + fuel + passengers), as listed in the registration certificate. The MTMA value directly determines which rate category the vehicle falls into in the TollRo system.

Does the Euro class significantly affect the TollRo toll?
Yes. The rate has four tiers by emissions: electric vehicles (the lowest), Euro VI, Euro V–IV and Euro III–0 (the highest). For example, for category III on the highway: 0.12 / 0.48 / 0.55 / 0.62 lei/km.

Do trucks still need a rovinieta after October 1, 2026?
No, the rovinieta for trucks was eliminated with the introduction of TollRo. From October 1, 2026, the only toll applicable to goods vehicles over 3.5 tons is TollRo.

Is TollRo modeled on an existing European system?
Yes, TollRo is similar to Hungary’s HU-GO, both working on the principle of per-kilometer charging, differentiated by vehicle category and Euro class, with payment via route ticket or OBU. HU-GO has been active in Hungary for several years, while TollRo launched in Romania on October 1, 2026.

Which authority issues and manages the TollRo toll?
The TollRo toll is issued, managed and collected by CNAIR — Compania Națională de Administrare a Infrastructurii Rutiere (the Romanian road infrastructure company), under Law no. 226/2023.

Does TollRo fully replace the rovinieta for heavy vehicles?
Yes, starting October 1, 2026, the rovinieta is no longer mandatory for goods vehicles over 3.5 tons, as it has been fully replaced by the TollRo system.
