Ukraine Vignette 2026 – Everything You Need to Know…

Ukraine vignette: access rules and road tolls for trucks

If you need to travel to Ukraine in the near future, the good news is that you don’t need a Ukraine vignette: Ukraine currently charges no road tolls for any type of vehicle. Still, given the current situation, there are a few important things to keep in mind about driving on Ukrainian roads and crossing the border.

The country remains under martial law, so if you have to travel to Ukraine, it is important to plan your route carefully, avoid areas close to the front line, and carry sufficient supplies in your vehicle. For information on the situation in Ukraine and travel safety, check the official sources of the Romanian Ministry of Foreign Affairs and the Romanian Embassy in Ukraine.

In this article, we’ll walk you through everything you need to know if you drive in Ukraine: the road toll situation, border crossing rules for hauliers, and the road toll exemptions granted by other European countries if you carry out humanitarian transport or transport refugees.

Ukraine vignette: there are no road tolls

Ukraine currently has no toll roads at all. The road network can be used free of charge by all vehicle categories, regardless of the country of registration — there is no vignette, transit fee or per-kilometer charge.

Ukrainian authorities have discussed introducing toll roads in the past, but these plans apply exclusively to new or fully rebuilt highways and have been postponed until after the war ends.

For trucks (heavy vehicles over 3.5 tons), no road tolls or per-kilometer charges apply — older information about inspection costs and per-kilometer prices is no longer current. Driving on public roads in Ukraine is free, including for foreign commercial vehicles.

There is no Ukraine vignette for vehicles under 3.5 tons either — driving is free on the entire road network, regardless of how long you stay in the country.

Crossing the Romania – Ukraine border for hauliers

With no road tolls to worry about, hauliers should focus on the border crossing. The crossing points between Romania and Ukraine open to road traffic include Siret – Porubne (Suceava), Halmeu – Diakove (Satu Mare), Sighetu Marmației – Solotvino (Maramureș) and Isaccea – Orlivka (Tulcea, with a ferry crossing), with heavy freight traffic mainly using Siret – Porubne. Waiting times can run to several hours, and for trucks the Ukrainian side uses the eCherha electronic customs queue booking system.

To enter Ukraine with your vehicle, you need a Green Card insurance with a valid UA code. Check the policy terms before you leave: some insurance contracts contain war-risk exclusion clauses, and coverage may be limited in conflict-affected areas.

In addition, the Road Transport Agreement between the European Union and Ukraine, extended until March 31, 2027, removes the need for bilateral and transit permits for freight transport between the EU and Ukraine.

No road tolls in Europe for vehicles transporting refugees or goods for Ukrainians

Since the start of the war, several European countries have waived road tolls on their territory for vehicles carrying humanitarian aid — goods, food and supplies — intended to support Ukraine. In most cases, the exemption must be requested before the trip starts.

At the same time, helping refugees from Ukraine and transporting them also exempts you from paying road tolls in some European countries.

Attention! These exemptions were introduced in 2022, and their validity and conditions vary from country to country — some have since expired or require a prior application. Check the current situation on each country’s official website before your trip!
