Romania Rovinieta 2026 – Everything You Need to Know

Romania rovinieta 2026: rates, validity and payment options

In short: the rovinieta (Romanian road vignette) is mandatory on highways, expressways and national roads in Romania, except for national road sections within city limits. Since October 1, 2026, rates are set directly in lei, based on vehicle category and Euro emission class: a 12-month rovinieta for a car costs 330 lei (Euro 0–3), 292 lei (Euro 4–5), 254 lei (Euro 6) or 228 lei (electric). Freight vehicles over 3.5 tons no longer pay the rovinieta but TollRo, the per-kilometer toll. Driving without a rovinieta is punishable by a fine of two to four times the 12-month rovinieta rate (for example, 660–1,320 lei for a Euro 0–3 car).

Romania Rovinieta 2026

As in other European countries (Slovakia, Moldova, Austria etc.), we need a Romanian rovinieta. It is required for both foreign and Romanian citizens on national roads, except for national road sections within city limits.

The Rovinieta in 2026: Updated Rates

As of October 1, 2026, the rovinieta switches to a new pricing system. Three things change:

  • rates are in lei, not euros, so they no longer depend on the BNR (National Bank of Romania) exchange rate;
  • the price depends on the Euro class of the vehicle: electric vehicles pay the least, followed by Euro 6, while Euro 0–3 vehicles pay the most;
  • only four categories remain: A (cars), B (goods vehicles up to 3.5 tons), C (minibuses) and D (coaches). Goods vehicles over 3.5 tons leave the rovinieta system and pay TollRo, per kilometer.

The available periods are the same for all categories: 1 day, 10 days, 30 days, 60 days and 12 months. The full rates are approved by OMTI 888/2026 (Official Gazette no. 818 of September 25, 2026) and published on the official portal etoll.ro. Until September 30, 2026 inclusive, the euro rates set by OG 23/2025 applied (for example, 50 euros for 12 months for cars).

Rovinietas bought before October 1 remain valid until the date shown on them for cars, minibuses, coaches and freight vehicles up to 3.5 tons. For freight vehicles over 3.5 tons, the rovinieta is no longer valid as of October 1, 2026, even if it was paid for a longer period. The value of the unused period is refunded only upon request. According to CNAIR (Romanian road infrastructure company), in its October 6, 2026 press release, the request can be filed only through the refund app that CNAIR will make available by December 29, 2026; the launch date will be announced on the CNAIR website. The money is refunded within 90 days of the request being registered in the app. The rovinieta is not automatically converted into TollRo credit. Rates by category are detailed below.

The rovinieta is, therefore, a fee for driving on certain roads in Romania.

Fetești – Cernavodă bridge tolls bought in the old system and left unused expired on October 1, 2026; the remaining crossings are refunded upon request through the CNAIR refund app. If your vehicle has to pay the bridge toll in the new system, check etoll.ro, under the Peaj (Toll) section, before your trip.

A separate toll remains in place for the Giurgiu – Ruse bridge (15 lei/crossing for cars in the direction from Romania, with online payment available since June 2026 through the eTarifGiurgiuPod system).

When unused bridge tolls are refunded, the number of remaining crossings is multiplied by the per-crossing rate, minus transfer costs and the distributor's or payment processor's fee.

Where does the name rovinieta come from? From combining “ro” and “vinietă”, meaning a vignette in Romania.

One detail regarding the rovinieta for Romania is that, if you have bought one, you need to keep an eye on its validity period or, rather, when it expires.

You certainly don’t want to be caught without a rovinieta on Romanian roads! Either way, to make sure you don’t take unnecessary risks, we’ll talk a bit about fines further below.

For now, we just want to let you know that you can instantly check online whether or not you have a rovinieta. Starting October 1, 2026, the check is done on the official portal etoll.ro (Rovinieta check) or in the TollRo app. You enter:

  • the vehicle’s registration number;
  • the chassis number (shown on the vehicle registration certificate);
  • the verification code generated by the platform.

Simple, right?

The rest of the article will seem just as simple, and in it you’ll learn absolutely everything you need to know about the rovinieta, or road toll, in Romania.

How do I check whether I need a rovinieta in Romania?

Romanian road toll for goods vehicles over 3.5 tons

The old C–F rovinieta categories for trucks were discontinued on October 1, 2026. Since then, vehicles designed for freight transport with an MTMA above 3.5 tons and mixed-use vehicles treated as such pay TollRo, a per-kilometer toll based on distance traveled, MTMA, Euro emission class and road type (highway/expressway or national road). Until January 15, 2027, TollRo can be paid in two ways: with a route ticket, bought before the trip in the TollRo app, on etoll.ro, at CNAIR points of sale or at border crossings, or with a charging session in the TollRo app, which the driver starts before departure and closes at the end; the route is recorded using the phone's GPS, and the toll is deducted from the e-wallet. From January 15, 2027, payment via on-board unit is added, through CNAIR-authorized providers. Truck rovinietas bought earlier are no longer valid as of October 1, 2026; the value of the unused period is refunded only upon request, through the refund app that CNAIR will make available by December 29, 2026.

In what currency can the Romania rovinieta be paid?

Since October 1, 2026, rovinieta rates have been set directly in lei, so the price no longer depends on the exchange rate. At border crossings, the rovinieta can also be paid in foreign currency, at the equivalent of the lei rate (Law no. 226/2023, Art. 8).

Until September 30, 2026 inclusive, rates were expressed in euros and paid in lei, at the National Bank of Romania (BNR) exchange rate.

Do I also need a Romania rovinieta for a trailer?

No. No rovinieta is issued for a trailer in Romania. It is purchased for the registration number of the tractor unit.

How much is the fine for not having a Romania rovinieta?

As with the rovinieta price, the fine also depends on the vehicle category and Euro emission class.

Since October 1, 2026, driving without a rovinieta has been punishable by a fine of two to four times the 12-month rovinieta rate (Law no. 226/2023, Art. 18), adjusted annually for inflation. OG 15/2002 has been repealed, and with it the old fines (500–28,500 lei, applied until September 30, 2026) and the compensation charge are gone.

The minimum fine is twice, and the maximum four times, the 12-month rovinieta rate (Law no. 226/2023, Art. 18; rates per OMTI 888/2026).

If you pay the fine within 15 days of being served the violation report, you pay half the minimum: for example, 330 lei instead of 660 lei for a Euro 0–3 car. Since October 1, 2026, freight vehicles over 3.5 tons no longer need a rovinieta but pay TollRo: anyone who doesn't pay owes the toll, and if they don't pay it on time, they are fined. Minibuses and coaches have moved to rovinieta categories C and D.

I was caught without a vignette in Romania – what should I do?

You pay the administrative fine and urgently buy a vignette for Romania so you don’t get another one.

Payment is made to the local budget for individuals and to the state budget for legal entities.

As an individual, you can pay the fine in person at:

  • authorized credit institutions that have agreements in place;
  • the cashier’s offices of local public administration authorities;
  • the cashier’s offices of other authorized public institutions.

As a legal entity, you can pay the fine in person at:

  • authorized credit institutions that have agreements in place;
  • State Treasury units.

Online, you can use the www.ghiseul.ro platform for individuals and the IBAN account provided by ANAF (the Romanian tax authority) for legal entities.

Next, you must send CESTRIN (the CNAIR road traffic monitoring center) copies of the documents proving payment of the fine:

  • by mail, to Bd. Iuliu Maniu, nr. 401 A, Sector 6, București;
  • by delivering them in person to the address above;
  • by fax – 021 315 15 84;
  • by email – info.rovinieta@cestrin.ro.

Main roads have cameras that capture your license plate. A violation report based on automatic detection is served within two months at most, and until then no other violation report for a missing rovinieta can be issued for the same vehicle (Law no. 226/2023, Art. 18).

For vehicles registered in Romania, there is still a grace period (Law no. 226/2023, Art. 5): if you drove without a rovinieta, you are not fined if you buy a rovinieta valid for that day by the end of the following day at the latest. After this deadline, the fine can no longer be avoided by buying the rovinieta afterward.

To make your work at least a little easier, the CargoTrack team gives you the chance to automate some of your road toll payments. We offer services for: Bulgaria, Poland, Hungary.
